Inward Processing Regime Decision amended: domestic purchase period and guarantee rules
Decision 10211 requires domestic purchases under a DİİB within the permit period and lets the Ministry set guarantees through sectoral risk assessment.
The Decision Amending the Inward Processing Regime Decision (Decision No: 10211) was published in Official Gazette No. 32988 on 16 August 2025.
Under the decision, domestic purchases under an inward processing authorization (DİİB) must be made within the permit period, except for exceptions to be set by communiqué; additional periods under the permit will also be set by communiqué. The decision introduces a new provision on unpaid taxes where the exported product contains less imported input than committed and the export did not take place. The Ministry may carry out sectoral risk assessments and change guarantee rates and types. The more favorable provisions also apply to permits whose export commitment account was still open on the date of entry into force.
The decision entered into force on its publication date, 16 August 2025. Exporters tracking DİİB in SAP should monitor domestic purchase periods and commitment accounts against these provisions.
