Customs Regulation: six-month window to submit certificates of origin

A paragraph added to provisional Article 16 of the Customs Regulation allows a suitable certificate of origin to be submitted within six months.

The Ministry of Trade’s Regulation Amending the Customs Regulation was published in Official Gazette No. 31280 on 20 October 2020. It adds a new third paragraph to provisional Article 16 of the Customs Regulation.

The paragraph applies to customs declarations registered before the regulation took effect and submitted without a certificate of origin. Where origin-based trade policy measures or additional financial obligations were unpaid, underpaid or undeclared on those declarations, a suitable certificate of origin proving the origin may be submitted to customs within six months of the publication date.

The regulation entered into force on its publication date, 20 October 2020. For companies managing import declarations in SAP, document tracking is directly tied to correction windows of this kind.
